전시컨벤션센터 건립 시 예비타당성조사의 개선 방향에 대한 연구
본 연구의 목적은 전시컨베션시설 신증축 건립과 관련하여 예비타당성조사에 나타난 이슈들, 특히 비용·편익과 관련된 쟁점들을 제시해보고, 이에 대한 개선 방안을 도출 하고자 한다. 이러한 논의를 통해 향후 예비타당성조사에 대한 질적 향상 및 부문별 지침연구 등 향후 연구에 도움이 될 수 있는 시사점을 제공하고자 한다. 전시컨벤션센터의 확장에 대한 예비타당성조사의 경제성분석에서 드러난 문제는 편 익은 과소 추정되었으나 비용의 경우 인건비와 재료비 등의 일부 미래 가치적 요소가 포함되어서 편익보다 비용이 과대 추정되는 논리구도를 가지고 있다는 점이 가장 큰 단점으로 지적될 수 있다. 이러한 논리적 모순은 대부분 편익추정기준 적용의 오류에 서 비롯된 것이라 할 수 있다. B/C분석에 있어서 편익추정 시 전시컨벤션센터의 편익을 전시장의 편익으로 한정하 고, 또한 전시회의 편익을 전시참가업체 만의 편익으로 한정한 결과 국제회의 등의 컨 벤션과 전시회를 통해 직접적인 매출증대효과를 나타내는 관련업체들의 편익이 누락되 는 문제가 발생하였다. 전시컨벤션센터의 확장에 대한 예비타당성조사는 다른 분야의 예비타당성조사를 통 해 정형화된 수익률 지표나 분석방식을 준용할 경우, 전시컨벤션센터의 기능과 역할, 특성을 제대로 반영하지 못하며 그 결과가 일정 부분 왜곡될 수 있다고 판단된다. 전시컨벤션센터의 특수성을 비추어 볼 때, 편익추정기준에 있어서 타 산업과의 차별 성이 요구된다. 지금까지의 예비타당성 조사에 있어서 편익의 산정은 단순한 전시컨벤 션시설에 대한 운영에 치우쳐져 있으나, 전시컨벤션센터에서 창출되는 부가가치는 시 설운영 뿐만 아니라 전시컨벤션시설을 통해 부가적으로 창출되는 가치 또한 편익에 반 영되어야 한다.
A Study on Improvement of the Preliminary Feasibility Study for the Construction of Exhibition and Convention Centers
The purpose of this study is to suggest ways to improve the preliminary feasibility study(PFS) system for the construction of the Exhibition & Convention Centers. It is also another purpose of this study to verify the extent to which the improvement of PFS system will affect the future PFS result for the construction of Exhibition and Convention Centers. To achieve this purpose, the basic literature review on the major concepts, characteristics and procedures of PFS were reviewed. Also, the cases of previous PFS for the new construction and expansion of the Exhibition & Convention Centers and it's tools of economic analysis were studied. The problems showed in the economic analysis of the PFS for construction of the Exhibition and Convention Centers are that the benefits are underestimated but the costs include some future value factors such as labor cost and material cost and these can be pointed out as the greatest weakness. These logical contradictions are mostly caused by errors in applying the benefit estimation standard. When conducting the B/C analysis, the benefit of the Exhibition & Convention Centers is limited to the benefit of the exhibition hall itself. Also, the benefit of the exhibition is limited to the benefit of exhibitors only. As a result, There was a problem that the benefits of the companies that are related in the exhibitions and conventions were omitted. PFSs on the construction of the Exhibition & Convention Centers do not properly reflect the function, role and characteristics of the exhibition and convention center when standardized return indicators or analytical methods are applied through preliminary feasibility studies in other SOC fields and it caused that the result can be distorted to some extent. In view of the specificity of the Exhibition & Convention Centers, differentiation from other industries is required for the estimation of benefits. In the PFS to date, the estimation of benefits is only based on the management of the Exhibition & Convention Center. However, the added value created in the Exhibition & Convention Center should be reflected in the benefits that are additionally created through the exhibition and convention facilities as well as the facility operation.
